The Global Security Studies Program welcomed Professor Uri Bar-Joseph of the University of Haifa to speak at a student symposium about what the United States could learn from Israel’s most serious intelligence failure ever: the Egyptian surprise attack in 1973 that started the Yom Kippur War.
Israeli intelligence had excellent collection capabilities, including a high-level human penetration of Egypt and technical “special means of collection,” so how did this failure happen? Bar-Joseph says that the answer lies in the pernicious phenomenon of “premature cognitive closure.”
