At Johns Hopkins, Jessica Milano is a lecturer in the MA in Global Security Studies program.

Milano most recently served as the Chief Program Officer at the U.S. Treasury Department in the Biden Administration. In this role, she oversaw the implementation of programs under the American Rescue Plan, including the State and Local Fiscal Recovery Fund, the Emergency Rental Assistance Program, the Homeowners Assistance Fund, the Capital Projects Fund, and the State Small Business Credit Initiative. She also coordinated the Treasury’s work on the Interagency Community Investment Committee, working across agencies and with community stakeholders to improve community investment programs in underserved areas.

Prior to joining the Treasury Department, Milano held positions as Vice President and Director of ESG Investment Research for Calvert Research and Management, an investment management firm based in Washington, D.C. that invests across global capital markets. She also served with Calvert Impact Capital, helping launch several small business recovery funds to support community-based businesses across the U.S. From 2012 to 2017, Milano served in the Obama Administration, first at the Small Business Administration and then as a Deputy Assistant Secretary at the Treasury Department where she oversaw policy initiatives to connect more families, small businesses, and communities to safe and affordable credit.

She holds an MA in Applied Economics from Johns Hopkins and received her BSc in Government from the London School of Economics. She lives in Maryland with her husband and daughter.
