Robert MacKay is an economist who has worked in economic consulting and for the federal government. He has taught at Johns Hopkins University and Utah State University. His academic research has focused on areas in local public finance, including unfunded pension liabilities, municipal bankruptcies, and taxes. He has published in the National Tax Journal and the Journal of Public Budgeting & Finance.

He received his Ph.D. in Economics from the University of California, San Diego.
