Course
Environmental Sciences and Policy program will offer "Water Resources Management in China." The course will be held at the JHU SAIScampus in Nanjing, China. It is the equivalent to one elective course in the ESP program and can be counted toward the Ecological Management, Environmental Management or the Environmental Planning concentration. The course will count toward the residency requirement for distance students.
The course will run from June 2 – 13, 2008. It will meet EVERYDAY (including the weekend) and will include classroom study and field study. The SAIS dorms in Nanjing will be available on May 31, 2008. Students will not be able to stay in the dorms after the course is completed. Field trips will include day trips in Nanjing and overnight trips to Wuxi, Suzhou, and Shanghai.
China Course Schedule (Subject to change)
We recommend students arrive to China by May 31, 2008 to give themselves time to adjust to the time change before class begins. Since the dorms open on May 31, you will have to arrange your own accommodations if you arrive prior to that date. When class is not in session, students will be free to travel as they wish. There will be no organized trips when class is not in session.
Right now it appears that there will NOT be computers available to students at the Nanjing center. Students should plan to bring a laptop to complete work that will be due during the two-week stay in Nanjing . Electric supply at the Center is 220 volts.
The course will be co-taught with faculty members for the School of the Environment at Nanjing University and a Johns Hopkins University faculty member (see below). The syllabus from last year’s course is available here. The 2008 syllabus will be provided to students as soon as it is finalized.
The first class (mandatory) session will be held in Washington, DC on May 13, 2008 at 7 pm with the JHU faculty member. For students outside the Baltimore/DC area, arrangements for live internet connection will be made. There will be a significant amount of reading before departure. There will be assignments and reading due while in Nanjing and a final paper written after you return.
Participation on field trips is mandatory and there WILL be extra costs outside of tuition for the trips. While we do not know the exact cost of field trips you can expect it to be in the range of $300, including transportation, accommodations and food. The payments for the field trips will be dealt with by the faculty members in China. Please have at least $300 in Chinese currency available with you in China to cover these costs. No checks or credit cards or USD will be accepted.
Professors
Jun Bi is Dean and Professor at School of Environment, Nanjing University with expertise in environmental policy, industrial ecology and sustainable development. He also serves as Executive Director of Center for Environmental Management and Policy, NanjingUniversity where he promotes public-private partnership for good environmental governance and performance. He has led or participated in more than 40 projects in the environmental field and has published more than 50 papers in various languages. He received his Ph.D. and MS from Institute of Environmental Sciences at Beijing Normal University.
In addition, a JHU faculty member will be part of the course, providing the pre-departure lecture, accompanying the course in China, and grading the final papers. Details to follow.
Accommodations
There are dorms available in the NanjingCenter. You may stay with your partner or a friend in the dorms. However, your partner or friend is NOT allowed in class or on field trips. Students will be allowed to arrange alternative accommodations on their own. For example, the Jingling Hotel is near the NanjingCenter. Go to www.southtravels.com/asia/china/jinlinghotel/index.html.
Dorms:
"Student's dormitory rooms have... [two single] beds, carpeting, telephones, desks, closet space, and a full bathroom with western fixtures. Hot water is available in student rooms throughout the day. The dormitory was recently connected into the Center's LAN providing 24-hour access to the library's electronic library resources and to the Internet for those with their own laptop computers."
The cost for the dorms is a flat rate. The price is $180. The dorms are open beginning May 31, 2008. You must check out on June 7, 2008, prior to the class' departure on the field trip. The cost of the dorms is the same even if you arrive after May 31, 2008. It is a flat rate covering 7 nights. The class will end in Shanghai on June 13, 2008. Accommodations in Shanghai will be arranged for the class. If you plan to stay in Shanghai (or return to Nanjing or go elsewhere in China ) after the class is finished, you must arrange for your own accommodations.
If you wish to double up in the room the cost will be half of the total per person. Students are in charge of finding a roommate. We will not be assigning roommates to students. If you plan to share a room with someone, please make sure your partner is fully paid up by the deadline and you are compatible.
Facilities
The Hopkins Nanjing Center
The Nanjing Center is located in the heart of Nanjing with convenient walking access to many Chinese and European restaurants. In addition, the many sites of Nanjing, including the ancient city wall and the large, open air market are located within a short taxi ride.
"The Center is also located on the campus of Nanjing University, one of China's foremost academic institutions. Built specifically to house this institution, the modern facility includes 90 dormitory rooms for students, a library, a cafeteria, communication options, an auditorium, lounge, classrooms, fitness and recreational facilities, and administrative offices. Unlike most buildings in Nanjing, the entire Center is air-conditioned in summer. Its laundry room is equipped with American washers and dryers."
Library:
The Center's library stacks contain more than 85,000 English and Chinese volumes and 400 periodicals and newspapers. Wired and wireless access to the World Wide Web is available throughout the Hopkins-NanjingCenter. Students can print in the library.

Cafeteria:
The cafeteria serves inexpensive meals throughout the semester, but offers no meal plan. Food and drinks are purchased on a pay-as-you-go basis with food tickets. There is also a microwave oven available for student use.

Cost:
Students should budget the following ESTIMATED costs for the course:
$2560- Tuition (for Academic Year 08-09)
$1630- Estimated Transportation to Nanjing from DC area (Air fares change frequently, but a recent estimate was $1,500 RT from Washington Dulles airport to Shanghai. The estimate also includes $30 bus fare to Nanjing, and $100 visa fee.) Note - students are responsible to make their own arrangements to travel to Nanjing. Do not purchase plane tickets until you hear from AAP that the course has enough students to run. See below for more information.
$300 - Estimated costs for field trips in China. This was the cost for last year’s field trips, including all accommodations, food and transportation for 5 field trips. It could be slightly higher this year. The money will be collected in China and must be paid in local currency. You must have cash on hand.
$180 - Accommodations in the JHU dorms in Nanjing to be collected by AAP with final registration payment (If you have a roommate, the cost is half. You must arrange for your own roommate. If you chose to stay in a hotel, the costs are higher and you must make your own arrangements.)
$175 – Estimated for food for 11 days in Nanji.
Registration
Tuition for the course will be the same as any other Environmental Sciences and Policy course. The payment for the course will also include the cost for dorm rooms, if you are opting to stay at the NanjingCenter. There will be a $500 non-fundable deposit required to reserve your spot. The $500 will be applied toward your total cost (tuition and room, if applicable). Full payment will be due before normal summer registration begins.
The first day to reserve your spot will be at 10:00A.M., February 4, 2008. The last day for your registration deposit to be received will be at 5:00PM on March 31, 2008. Your deposit must be accompanied by a registration form that will be available on the web. You will be required to indicate if you want dorm-room accommodations on your registration form and if you are sharing the room. Do not follow normal registration procedures for this class. Registration will be taken on a first come first serve bases with priority given to degree candidates over provisional students.
We need 10 people to register for this course before it can run. We will notify all students if there are enough people to run the trip. Do not purchase plane tickets or make other investments in your trip until you hear that there are enough participants to run the trip.
We anticipate 15 slots for the course.

- April 30, 2008 - last day to pay for dorm for China program. This payment should be mailed directly to AAP Attn: Environmental Science in China
Travel
Students will make their own travel arrangements to and from China. We will need 10 people to enroll in the course before it has final approval. DO NOT buy your plane tickets or make other non-refundable investments in the trip until you receive word from JHU that the course has enough enrollments to run.
The university is not responsible for refunds, penalties, or other fees that may be incurred or lost for changes or cancellations of air fare.
Visa
Visas are needed for travel to China and it will be the student's responsibility to secure the appropriate visas. It is best to work with a travel agent who can handle the visa application or allow sufficient time (4-6 weeks) to work with the Chinese embassy.
You should arrange to come in on tourist (L) visas, not (scholar) F visas since you will not be taking courses recognized by the Ministry of Education. From the point of view of the government you will be tourists who are taking unofficial courses of their own design, and therefore don't qualify for student (X) or scholar (F) visas. You should not list "study" as the purpose of your visit, since that would confuse the authorities by making them think that you are students going to attend a government-authorized CHINESE-RUN educational program (which is what the student and scholar visas are for).
Travel Agency
Embassy Travel or 202-775-8477 can arrange airfare to and from China as well as within China. The travel agency also will arrange for the visa needed and work directly with the Chinese embassy for a $30 service fee in addition to the cost of the visa ($50). Embassy travel will make arrangements for the visa even if they do not make your airline arrangements.
Health and Travel Insurance
Well before departure check with your doctor to see if you need any immunizations before traveling. Immunization information can also be found at the sites for the Center for Disease Control and the World Health Organization International Travel and Health.
